फिर मनुष्यों को कैसा नियम करना चाहिये, इस विषय को कहते हैं ॥
Word-Meaning: - हे राजन् वा विद्वानो ! (ये) जो (नः) हमारे (सूनवः) सन्तान हों वे (अमृतस्य) नाशरहित विज्ञान की (गिरः) विद्यायुक्त वाणियों को (उप, शृण्वन्तु) समीप में सुनें तथा (सुमृळीकाः) सुन्दर सुखवाले होकर (नः) हमारी सेवा करनेवाले (भवन्तु) हों ॥९॥
Connotation: - पितृजनों को राजनीति वा अपने कुल में यह दृढ़ नियम करना चाहिये कि जितने हमारे सन्तान हैं, वे ब्रह्मचर्य्य से विद्याओं के समस्त ग्रहण के लिये ब्रह्मचर्य्य आश्रम को करें, जो इसका विनाश करे, उसे राजा वा कुलीन निरन्तर दण्ड देवें ॥९॥

Word-Meaning: - [१] ये (नः सूनवः) = जो हमारे सन्तान हैं वे (उप) = आचार्यों के समीप स्थित हुए हुए (अमृतस्य) = उस अमर प्रभु की (गिरः) = वाणियों को (शृण्वन्तु) = सुनें। इस प्रकार हमारे सन्तान सदा ज्ञान की रुचिवाले हों। [२] ये ज्ञान रुचि सन्तान (नः) = हमारे लिये (सुमृडीका:) = उत्तम सुख को देनेवाले (भवन्तु) = हों ।
Connotation: - भावार्थ– प्रभु कृपा से हमारे सन्तान ज्ञान की रुचिवाले हों और हमारे जीवनों को सुखी करें। मूर्ख सन्तान ही तो दुःख का कारण बनती है।

Word-Meaning: - (उप) (नः) अस्माकम् (सूनवः) अपत्यानि (गिरः) विद्यायुक्ता वाचः (शृण्वन्तु) (अमृतस्य) नाशरहितस्य विज्ञानस्य (ये) (सुमृळीकाः) सुष्ठु सुखिनः (भवन्तु) (नः) अस्मान् ॥९॥
Connotation: - पितृभी राजनीतौ स्वकुले वाऽयं दृढो नियमः कर्त्तव्यो यावन्त्यस्माकमपत्यानि स्युस्तावन्ति ब्रह्मचर्येण समस्तविद्याग्रहणाय ब्रह्मचर्यं कुर्य्युर्योऽस्य विच्छेदं कुर्यात्तं राजा कुलीनाश्च भृशं दण्डयेयुः ॥९॥

Connotation: - All elderly persons in their families and the kings in their state, this law must be made that all children should observe Brahmacharya (abstinence) to acquire the knowledge of all sciences. Whoever transgress it, should be punished by the king and the heads of the families.
Footnote: (सुमूडीकाः) The prefix सु has been used to show that they should be happy by the observance of Barhmacharya (abstinence) and all other rules of righteousness and otherwise.
