अ॒ग्निरी॑शे बृह॒तः क्ष॒त्रिय॑स्या॒ग्निर्वाज॑स्य पर॒मस्य॑ रा॒यः। दधा॑ति॒ रत्नं॑ विध॒ते यवि॑ष्ठो॒ व्या॑नु॒षङ्मर्त्या॑य स्व॒धावा॑न् ॥३॥
agnir īśe bṛhataḥ kṣatriyasyāgnir vājasya paramasya rāyaḥ | dadhāti ratnaṁ vidhate yaviṣṭho vy ānuṣaṅ martyāya svadhāvān ||
अ॒ग्निः। ई॒शे॒। बृ॒ह॒तः। क्ष॒त्रिय॑स्य। अ॒ग्निः। वाज॑स्य। प॒र॒मस्य॑। रा॒यः। दधा॑ति। रत्न॑म्। वि॒ध॒ते। यवि॑ष्ठः। वि। आ॒नु॒षक्। मर्त्या॑य। स्व॒धा॑ऽवान् ॥३॥
स्वामी दयानन्द सरस्वती
फिर उसी विषय को अगले मन्त्र में कहते हैं ॥
हरिशरण सिद्धान्तालंकार
क्षत्रिय-वाज-परमधन-रत्न
स्वामी दयानन्द सरस्वती
पुनस्तमेव विषयमाह ॥
हे राजप्रजाजना ! योऽग्निरिव क्षत्रियस्य बृहतो वाजस्य परमस्य राय ईशे यविष्ठः स्वधावानानुषग् विधते मर्त्यायाग्निरिव रत्नं विदधाति स सर्वैः सत्कर्त्तव्यः ॥३॥

The duties and qualities of the learned persons are stated.
O rulers and the people ! that man should be respected by all who like the purifying fire is the master (leader) of the great Kshatriyas (brave warriors) and others. Like the electricity, he should be the master of the scientific knowledge and exalted wealth. Being endowed with physical and spiritual wealth and abundant food materials, he being agreeable, gives to the worshipper of God and followers of the laws of the State previous gift or wealth like Agni (fire and electricity etc.)
