नक्ष॒द्धव॑मरु॒णीः पू॒र्व्यं राट् तु॒रो वि॒शामङ्गि॑रसा॒मनु॒ द्यून्। तक्ष॒द्वज्रं॒ नियु॑तं त॒स्तम्भ॒द्द्यां चतु॑ष्पदे॒ नर्या॑य द्वि॒पादे॑ ॥
nakṣad dhavam aruṇīḥ pūrvyaṁ rāṭ turo viśām aṅgirasām anu dyūn | takṣad vajraṁ niyutaṁ tastambhad dyāṁ catuṣpade naryāya dvipāde ||

यस्तुरो मनुष्यो विद्वान् चतुष्पदे द्विपादे नर्य्याय चानुद्यून् पूर्व्यं हवमुषसोदीप्तय इवारुणीश्च नक्षद् वियुतं वज्रं तक्षद् द्यां तस्तम्भत् सोऽङ्गिरसां विशां मध्ये राड् भवति ॥ ३ ॥

Now the duties of a King are told in the third Mantra.
May an active learned person who everyday acts justly for bringing about the welfare of the cows and other quadruped, and bipeds, who behaves in political field as the splendor of the purple dawn. who sharpens his powerful arms and kills his wicked enemies, who upholds the light of knowledge and justice for the good of the quadrupeds (like the cow etc.) and bipeds, deserves to be a king among the subjects that are dear like the Pranas or vital breaths.
