फिर राजगुणों को अगले मन्त्र में कहते हैं ॥
Word-Meaning: - हे (इन्द्र) राजन् ! (त्वम्) आप (तुर्वीतये) शत्रुओं के नाश करनेवाले के और (वय्याय) प्राप्त होने योग्य सुख के लिये (विश्वधेनाम्) सम्पूर्ण वाणी जिसके लिये उस (क्षरन्तीम्) प्राप्त कराती हुई (अवनिम्) रक्षा करनेवाली (महीम्) पृथिवी को प्राप्त होकर हम लोगों को (नमसा) अन्न आदि से (अरमयः) रमाओ और जिनमें (अर्णः) जल (एजत्) कम्पता है, उन (सिन्धून्) नदों को (सुतरणान्) सुखपूर्वक तरना जिनका ऐसे (अकृणोः) करो ॥६॥
Connotation: - हे राजन् ! आप जो राज्य को प्राप्त हो, आप ही आनन्दित हो हम लोगों को नहीं आनन्द देवें तो आपका आनन्द शीघ्र नष्ट हो और आप सब लोगों के सुख के लिये नदी, नद, तड़ाग और समुद्र आदिकों के पार उतरने के लिये नौका आदि बना के धनाढ्य निरन्तर करिये ॥६॥

तुर्वीति व वय्य के लिए
Word-Meaning: - [१] (त्वम्) = हे प्रभो! आप इस (महीम्) = अतिशयेन महत्त्वपूर्ण (अवनिम्) = रक्षा करनेवाली (विश्वधेनाम्) = सब का प्रीणन करनेवाली वेदवाणी को (नमसा) = नमन के साथ (अरमयः) = रमणयुक्त करते हैं। उस वेदवाणी को, जो कि (तुर्वीतये) = त्वरा से शत्रुओं का असन [क्षेपण] करनेवालों के लिए तथा (वय्याय) = कर्मतन्तु का विस्तार करनेवाले के लिए (एजत् अर्णः क्षरन्तीम्) = वासनाओं को कम्पित करके दूर करनेवाले ज्ञानजल को क्षरित करती है । वस्तुतः इस तुर्वीति और वय्य को प्रभुकृपा से ही ज्ञान का यह जल प्राप्त होता है । [२] हे इन्द्र! आप इस तुर्वीति और वय्य के लिए (सिन्धून्) = ज्ञानसमुद्रों को सुतरणान् खूब तैरने योग्य अगाध ज्ञान-बल युक्त कृधि करते हैं।
Connotation: - भावार्थ- हम त्वरा से वासनाओं को परे फेंकनेवाले तुर्वीति बनें। निरन्तर कर्मतन्तु का विस्तार करनेवाले वय्य बनें । प्रभु हमें वेदवाणी द्वारा ज्ञान-जल प्राप्त कराएँगे ।

Anvay:
हे इन्द्र ! त्वं तुर्वीतये वय्याय विश्वधेनां क्षरन्तीमवनिम्महीम्प्राप्याऽस्मान्नमसाऽरमयो यत्राऽर्ण एजत् तान् सिन्धून्त्सुतरणानकृणोः ॥६॥
Word-Meaning: - (त्वम्) (महीम्) पृथिवीम् (अवनिम्) रक्षिकाम् (विश्वधेनाम्) समग्रवाचम् (तुर्वीतये) शत्रूणां हिंसकाय (वय्याय) प्राप्तव्याय सुखाय (क्षरन्तीम्) प्रापयन्तीम् (अरमयः) रमय (नमसा) (एजत्) कम्पते (अर्णः) उदकम् (सुतरणान्) सुखं तरणं येषान्तान् (अकृणोः) कुर्याः (इन्द्र) राजन् ! (सिन्धून्) नदान् ॥६॥
Connotation: - हे राजन् ! भवान् यदि राज्यम्प्राप्य स्वयमेवाऽऽनन्द्याऽस्मान्नाऽऽनन्दयेत्तर्हि तवाऽऽनन्दः क्षिपन्नश्येद्भवान् सर्वेषां सुखाय नदीनदतडागसमुद्रादीनान्तरणाय नौकादीन्निर्माय धनाढ्यान् सततं सम्पादयतु ॥६॥

Word-Meaning: - Indra, lord ruler of the world, with thanks and homage to nature and her maker, serve the earth, great protective mother of her children, universal sustainer of life overflowing with nourishment for the defender of humanity and destroyer of enmity for the sake of peace and well being of all. Fill the earth with food and plenty, make her a lovely place for living, let the streams ripple and flow, make the seas roll, inviting all to surf and swim and navigate, and cross the storms of existence.

Anvay:
O king ! having won vast tracts of land, where several kinds of speakers live for the attainment of happiness and destruction of enemies, make us delighted with humility. Let our flotilla of boats and ships be able to cross the great rivers and oceans easily for the happiness and convenience of all.
Word-Meaning: - N/A
Connotation: - O king ! if you do not gladden us after receiving the rulership of the State and make happy only yourself, your joy will soon fade away. You should make all people rich by making arrangements for the build-up of boats and steamers to cross the rivers, streams and oceans.
Footnote: Sayanacharya has taken तुर्वीतये and वय्याय as Proper Nouns and interpreted them thus saying तुर्वीतिनाम्ने राज्ञे-वय्या नाम्ने च and Prof. Wilson, Griffith and other western scholars have followed it inadvertently. Fundamentally, they took the wrong lines. Griffith has added in the foot-note Turveeti has been mentioned frequently who had been protected by Indra, and Vayya is said to have been his father and companion. Rishi Dayananda Sarasvati's interpretation is correct and significant as shown in the purport.
